Proposed draft for QERDS deepening in EBW Definition - #271

Based on the review meeting following the PA4 and WP4 discussions, we agreed:

• The ADR will not be the only basis for input to the Blueprint. Its classification needs vetting against eIDAS 2.0: Recital 55 lists diplomas, licences and birth certificates as attestations, although these are historical facts the ADR's table would treat as documents. The Large Scale Pilots (DC4EU, EWC, NOBID) already follow the regulation's broader reading.

• QERDS is treated as a secure communication channel / transport, in line with eIDAS Article 3(36) and COM(2025) 838 Recital 11. The channel is payload-agnostic and does not determine the nature of what it carries.
